01 — The Problem
Securing Public Trust at District Scale.
Broward County Public Schools needed voters to approve an $800 million bond to fund critical infrastructure upgrades, safety enhancements, and technology improvements across 200+ schools. Communicating the value of that bond while maintaining public trust required a year-long, district-wide awareness campaign.
The challenge was not just digital. It was institutional: 75 departments, 200+ school websites, and a community of 250,000+ students and their families, all requiring consistent messaging at scale.

As District Webmaster, Sean A. Russell led the integrated campaign as the communications team's technical and digital lead. This meant managing marketing, site upgrades, and UX enhancements across 75 departments and 200+ schools simultaneously.
Sean served as Lead Webmaster, Video Producer for original content distributed through public channels, Marketing Collaborator for message clarity and design systems, and Web Migration Lead overseeing multiple six-figure Finalsite modernization projects. The result was a transparent, accessible, community-rooted campaign that held up under district-wide scrutiny.
